Why not just open a bank account? At my bank you can open as many checking accounts as you want. I have 5 different checking accounts with them and have closed and opened accounts on the same visit.

On new accounts about 1 time every 1-2 weeks. On my main old paypal account as many time as i want but i leave what i owe in ebay fees + 100-200 extra for returns ect.

There is an option to escalate to ebay after a certain amount of time. Simply state buyer never shipped item back and they have sided with me every time.
