New user account will not hide your PC fingerprint, that way you will just avoid of linkage by "browser cookies"

I often withdraw 400-500 EUR even after first sale on a brand new account.

No limitation, or any other issues.

Yes you can withdraw to this cards, just make sure that you verify card before attempting to withdraw, otherwise your card will be blocked with all funds inside..

I know that PayPal really checks WebGL fingerprint.
And yeah a lot of similar accounts (even at speperated vmware' or user accounts) + using the same pattern activities, the may be limited also...

Not always.
Depends on certain limitation. Every case is unique..
I have seen a few cases when account has been limited, but pending withdraw still completed after that..

I have accepted 600+ USD payments on a few hours old PP, no issues.
Just need to create account using correct techniques.

About withdrawing:
Always leave ~ 20% and withdraw at least 24 hours...
