paypal are asking for FPID but obv cant give them it... ugh

uccount are claiming to of refunded the payment but paypal said they can't find it using the reference uaccount gave me... uaccount also aren't provding me an FPID which is what paypal are asking for...

ive read up and saw this, but it seems to be for people who was restricted on their uaccount.
im struggling to see anyone who's in my situation
so far they said they contacted their finance office...

they said i exceeded them. so they need to refund the payment back to paypal, but give no timescale. suprised nobody else has had this issue

i wonder if they'll even refund them

uaccount tells me 2 days later that my limits have exceeded

they also say no timescale, is the money lost?
