If you are talking about ebay.de, yes, it is completely impossible o list if you have a new PayPal account. It's really pathetic after 16 days now.

I have PayPal accounts from since this crap started (15 days now) and they still don't work; only accounts made before that work for me.

This is pretty disgusting honestly. 2 weeks and eBay still...
