Seems PayPal will not allow you withdraw instantly when you just added a new bank and mostly wait for a couple of days,especially on limited account that just completed 180 days.

I was able to solve this today through the help of PayPal support. I did phone verification and was able to add the card and withdraw.

I knew that but I'm not operating Nigeria PayPal account as it can only send and not received. I'm talking about Lesotho account, it was limited and 180 days is completed but I'm just having issues...

Not at all. Money dropped in the payoneer account before the account got hacked. I'm just surprised payoneer was not affected and yet the withdrawal amount was credited to the PayPal account.
