This rule is only for Russian accounts due to changes in local Russian regulations. But you can to open Payoneer account in another country. Such as Kazakhstan, Belarus, Serbia etc.

Yes it works pretty well if you age the account for some days. Now aging accounts is a must.

There are many online services to open an account with SWIFT details (Revolut, Mistertango, Payoneer) but all require KYC. I thinks its impossible now to open account without KYC.

EU payapl accounts don't allow to withdraw to georgian bank accounts. Your account must be opened in one of the SEPA countries.

You don't need to change country of registration of eBay account. UK eBay works with Russian Paypal with no problems.

All prepaid cards such as Qiwi, Yandex or Webmoney do not work anymore. You should use virtual card from real Russian bank. Virtual mastercard from Alfa bank works well. Sberbank and VTB24 work too.

Same problem on all my stealth accounts registerd after August, 19. Doesn't matter ebay.de co.uk or .com. I think we all should bombard ebay support with this problem. So they will found a solution...
