Paypal HATES VPN and VPS (it is considered high risk) and they know when you use one of those to create an account. Thus, that account is 'probably' toasted. as a stealther your best choice is...

usually, they don't limit UK PayPal accounts, the last time I got limited it was because I used bad VCC.

Did you use VPS or VPN?
