It may be FF portable that is your issue, I was having same problem as you, changed a couple of things and I created 2 this week with no issue

Just says because you’ve applied for a PayPal product we need more information. And asks for photo ID and proof of address. All that within 30 seconds of signing up

I’ve never added vcc’s to my accounts. Are they that important? Just as important as a bank?

I’ve always thought vcc’s weren’t a good sign as anyone can pick them up anywhere and put any details...

Yes that’s an option. Does a card add as much security as a bank acc though? My knowledge is a vcc confirms the account and a bank verifies it, is that right?
