Im a little confused, can you use a forwarding service to call paypal for this or do you need to get a phone and a bunch of sim cards and actually call from the phone?

What company offers phone numbers that don't expire / no monthly renewal? so I don't have to get 100 phone numbers and pay $10 monthly for each one? What is the correct way to make sleeper accounts...

the fact of the matter is this has nothing to do with phone numbers, etc.

This has everything to do with paypal tightening its screws against stealth users. If you go ahead and try to add a bank...
