or maybe it could be the combination of a prepaid card BIN and address that isn't popping up in their validation system due to mislabeling the city plus singing up with a free email service that triggers the algorithm.
before you use a address, run it through USPS's system to make sure you are using the proper address. The house might be in one city, but the proper mailing address is in another.
This is only my opinion, but I believe there are too many people that add prepaid gift cards to their PP account to buy things online for PP to ban them all together. If anything they just stepped up their algorithm. It's not a deal breaker, if you want something more reliable get a VBA from here to make the PP and add a gift card to remove limits when that time comes after you gained some trust w/ them. It's only another $5. If you mess up one vanilla card it will have paid for it's self
From my understanding every US gift card or prepaid re-loadable BIN will tell PP what it is. If someone knows that statement is incorrect please let me know because I'd love to know the answer to that question.
