It is possible but works for a few countries (Italy is one of them).
Payoneer is declined more and more by PayPal in the last few years. Mine has been added a few years back and still works but I do not know if it would be possible to add it now.
Btw, I withdraw with the associated bank account, not as Mastercard.

if you could link your payoneer checking account weich is pretty defficult those days , otherwise you've to contact paypal customer service ans see if they link it for you...
