Oman Business Account Issue

I open a business account from Oman
That country allow withdraw through prepaid visa card as far i find
My problem is if i verify bank with payoneer ... and add card from leupay .. can i withdraw to my leupay card ??
or do it need to be the same bank card ??
how do paypal load the card without bank ??

Please someone help.

I know the answer,

Paypal will ask for bank verification , and maybe they will limit you account like what they did with me..

Currently , Oman is not a good place to start with a paypal..

I need to move to another country, I also have money with my paypal account and I can't send money to my friends or paying the invoices.

I already have personal account ... valid link with my card and bank
now i want business account
but paypal ask to add new bank and card
So why they gonna limit ??
leupay is valid bank card right ??
also bank verification can be done by payoneer ???
or do i have to link leupay bank ??
leupay give IBAN ... how can i add that ??
in link bank it ask routing number and account number
