Yes you should be able to provided you use completely different info. Like amazon you are allowed one account per person.

As others stated you cant create multiple accounts with same infi hiwever you can go ahead and crate an account with other info and provide any photoshopped docs to them .
They will verify the account .
It works only when you are outside EU
