"Claim It" PayPal Balance

I've made multiple new accounts and this claim it button only seems to appear when its under the new paypal layout.

When I made an account and it had the old paypal layout i did not get that claim it button.

Is it just random?

most likely different layout has different features on PP.

They don't really do anything with the old layout anymore

Made a new paypal and got the old layout and received money. No claim it button
