What should i do after 170 sold/17k $ with paypal

I'm going to open new eBay/Paypal UK accounts.
since I'm outside the UK, what I will do when I will achieve 170 SOLD/17K $ and Paypal ask me to upload documents?

200/$20000 is for USA accounts, not UK. The limit is much lower in UK.

You'd have to ask a UK user for an exact answer, but I think it's somewhere closer to the equivalent of $5kUSD.

It's better to use accounts from a country without those kinds of tax regulations. Any country other than US or UK would be a lot easier than trying to run a US or UK account.
