Have you tried to open a paypal account with the name of your purchased ebay account?

Then you'il get help from here again. Try it first. Open a paypal account that matches your Ebay account. If you open it with your own name and have problems, it means that your name is blacklisted. Already ebay does not like the name mismatch. There are many people here who can help you if you have problems.

Why did you buy a stealth ebay account when you have not got a paypal account ? i'm sure the standalone ebay accounts on the marketplace are aimed for those who already have there own paypal accounts
Best thing for you to do is create your own ebay + paypal account in your own name to get started, then take your time and learn at least the basics of stealth.
