PayPal keeps asking for identity

Hey I’ve been trying to receive payments on PayPal that are 1000$ however I had 5 accounts that’s are -1200$. Anyways I tried to get a payment from someone that was 1000$ and my account got locked saying “ confirm identity” it asked for drivers license or ID im 16 so I can’t do that and basically what I’m asking is what do I do to get passed that?
