PayPal VCC

I can't add a VCC to PayPal without adding the real name and billing address of that card (obviously). Since I have to add those details, I can't remove the address from PayPal after adding the VCC. Is it an issue if an address from a previously banned account is on the stealth PayPal?

are you afraid entering an address on a VCC would get you linked to your suspended account?
I doubt it,you can have an apt complex with 100 units and they would all have the same street address!

Sounds like its an AVS based card. You'll need to get a hold of a non-AVS card to add on to it. Check out the forum marketplace.
