 Vba paypal germany or france

i'm looking for to open a new paypal account. my previous account with my real name was blocked with €20k  ...
I don't know what to do and they say i can't open a new PayP anymore.
i live in germany and come from france.
How can i open a new German Paypal business account? with vba or vcc? I'll need to withdraw or transfert the money to another bank account and maybe send it after to official bank account (maybe it's a bad idea to send the money to my regular business account).
How to to do if they ask me later to send documents? because i'm sure to reach the €2500 limits and by experience, they'll also ask documents when i'll reach the €10k.
