US PP asks for an SSN or bank account to use balance
Hi
I didn't know that US PP has made some regulations to accept money and meanwhile I received some money and now I am stuck.
Can I add someone else's SSN?
Is there a service that I can add a bank account and send me the money? But I don't have the phone number in PP account.
Or what other options do I have?

You open a US Paypal account,you need to link a US bank account to withdraw your fund.
To spend or send money,you need to give them your SSN,ifyou dont have one,your only option is transfer to a bank account,aka US bank account.

2 options i know:
- Add SSN and DOB to keep money in Paypal Balance, and you can transfer money or shopping with Paypal balance.
- Add US Bank Account, verified it for withdraw money.

Where can I find SSN and DOB or US Bank account? It asks for Last 4 digit of SSN or ITIN

No you cannot.
SSN and DOB are checked against a database, so you cannot make it up. Using somebody else's is a federal offense, highly illegal.
Also, you must have a SSN number to open a US bank account.
PayPal closed ALL loopholes in US. Anyone that dosen't have a valid US SSN cannot use USA PP. It's been this way since February, and I'm surprised that so many people all over the world are still opening US PayPal's as they only work for American citizens.
Your only option is to abandon your money in this account and open a PayPal account in countries that don't have this requirement.

No you don't need SSN to open account if you not an US citizen(only a few banks do this of course)
but you needed at least an US visiting and visit a local branch
can't do this overseas of course

you would need an US address and could be asked to show an US utility bill with your name and US address,but in all cases,you would have to apply in person
