Static IP address for sellers in Singapore

Hi! I have a question that may be relevant for sellers based outside of UK/US/Canada/Germany etc who wish to create stealth accounts on their own - I'm based in Singapore.

I read the stealth guide that says having a Static IP address is ideal for stealth accounts - however after looking at IP Burgers and the major VPN providers, it seems that Static IP address service is only available for big countries like UK/US. Can anyone advice whether I should:

1. Rely on dynamic IP address generated via tethering through my mobile to create and use my stealth account . OR
2. Buy a ready-made US/UK ebay + paypal accounts from the forum and get a static US/UK IP address from IP burger to log in?

My concern for 1 is: will I be flagged out because of dynamic IP, concern for 2 is: my ship from address/ inventory will be in Singapore, would that be a problem?
