No if you link this paypal to new ebay acc, it will be suspended further too.

No it won't.

1 year on mine is working fine.

It is all down to ebays discretion. And you have to follow some stealth principals.

New user / browser, new set of cookies, new ip, new phone number, new email.

is there a new first name last name in paypal? and the bank account and card can be old, to the previous user?
