Paypal business acc. limitations

Hello guys;
I have an official business account.
I have more than 3000 sales and only 9 dispute reports.
However, Paypal is asking me for a purchase invoice.
He does not accept online purchase invoices and wants new ones over and over.
What should I do for this, do you have any suggestions?
