My fresh stealth Paypal account has received its first few payments from ebay sales. They are on hold until I send them last 4 digits of SSN and Date of Birth. How can I fix this and receive my funds?

This has nothing to do with the age or activity on the account.
ALL accounts in the US now require you to verify the account using the DOB and SSN if you wish to have the ability to maintain a balance in the account for the purpose of sending payments. Having the account verified this way enables the 'cash account' option which in turn enables these features.
If the account is NOT verified this way the ONY thing you can do is add a bank account and have the funds withdrawn to it. There are NO workarounds to this.
