They will constantly ask you to add a mobile number but you can skip it... for now. But what is the issue? There are so many vSIMs available.
for me the issue is that I like to pay my ebayfees later and ebay needs an autmatic payment method and they constantly remove the paypals and i need to create new ones. Ebay often does not accept vcc, so this is a fast and easy way to create a new account (which i wont use anyway because i pay fees as one time payment)

It is a normal paypal account. However i strongly recomend to use a real number to avoid to lock yourself out of the account (or at least set security questions right aftr creation so you can reset your password if you are locked out)

You can easily buy VBA with German IBAN for around $200-$300. Quite a lot money, but then the accounts are really strong. Or, instead of buying, you could just create bank accounts, Banks in Germany dont check mismatching names.

My experience about German bank n26 If you constantly make mismatched name withdrawals you could trigger verification checks from them asking to see details of the funding source , maybe u have better experience w/ other banks ?

Is there a problem really? in Estonia new prepaid phone sim card costs about 1 eur each
dont know about other countries how much does it cost there
Its mostly an annoyance, imagine you just want to have one number for Paypal and have to switch your sim card like a criminal. And virtual SIMs are not really available for all countries.
