ppal limitation docs - only id accepted -> utility bill for address not why?s

Sent in limitation docs to remove ppal temp limitation

ID was DL looks like accepted as got a green tick in ppal
ADDRESS was UTILITY BILL - ppal is asking for address verification again in the form of a bank stat or credit card stat, i thought a utility bill was enough for address?
Have resent the utility bill back in see what happens
