Can a person register another Paypal with his new credit card details?

I have a friend who's Paypal got banned before, but now he has another credit card that he never used on Paypal (he lives in Middle East Saudi Arab, Paypal middle east allow credit card attachment as withdraw method and they do NOT ask any Bank details nor the support bank attachment) so my question:

Is it possible to register another Paypal under the same name (whos previous PayPal got banned but using different credit card details that was never used on any Paypal, if so is it also required that he register it using different address as well? Does Paypal connect accounts via ID card #/License #/ Passport #/ Phone # what else?

Please clarify
