Cheapest sim card to buy and use for paypal

I live in Libya and use PayPal, I want to add a phone number to use 2fa
I can buy one from Amazon or eBay

Which sim card should I buy that doesn't cost a lot to maintain and works off shore to receive 2fa texts

I think the best is T-Mobile. T-Mobile is a real USA carrier. You can register the account in your name if you want. Then just connect in Libya with wifi calling (need a cheap T-Mobile brand phone). Paypal won't accept number for a few months. This is normal.
