The credit card should be associated with the bank account ?

like if I have a bank account and link different CC of another bank ? is that allowed

or everything must be from the same bank ?

Different financial institution source of bank and cc are allowed without issue, generally speaking

So if I got suspended from eBay and not PayPal would I be able to create another bank account on my name but new PayPal and link it to new eBay account with different info?

Yes as long as everything is nice and stealth - no links to old accounts
