From everything that I have read, the only way to get PayPal to verify your account is to have a bank account and a debit card that match the name, address, etc. on your account. I tried creating a new PayPal account with all new debit card card, bank account, phone number and email address so they couldn't link them to my other limited accounts. However, I can't seem to add my bank account.

You can add a bank account you have not used before as PayPal can not see who you are, you can not link the debit card to that account as they can see your details then.

Paypal cannot see the name and address of the bank acct holder.
And it is quite easy to get a prepaid credit card to add to the paypal acct as well that will pass AVS (address Verification System). Paypal cannot see the name of the credit card holder but they do match the address.
