Can I use stealth Personal PayPal for stealth eBay?

When I try to signup for stealth Business PayPal, it asks for identity documents. So I created Personal PayPal and its fine. Can I use this stealth Personal PayPal for stealth eBay?

It depends on how much money you will get.Until £800, not in few days it's ok , then you will be limited

I will go slow with new eBay (USA) in the first 90 days. Less than $500 or even less. Then grow slowly. DO you think it will be limited after that no matter what? ANd what if I upgrade to Business PayPal (USA) after 90 days. Would it be OK then, or would I still be likely to get limited?
