PayPal is limited, can change other person's PayPal to relate my etsy account?

Hi there,
I don't know what reason that my PayPal is limited forever, it can't use any more, I am Chinese seller, etsy doesn't support other payment method, my account already has over 1600 sales volume, I don't want to give up, whether I can change other person's PayPal to relate my etsy account?

I believe there no need for etsy info to match with paypal
