My boyfriends account got suspended indef by ebay, so here I am trying to learn about the stealths account to get him back up and running. Been learning a lot from the guide and forums on here. So thank you all.

I am trying to figure out if I should make one my self or buy one. I know I have to keep reading for my answer!

Doing both covers both ends. But even when you do buy one:

Don't use it immediately unless you know how to use it correctly.

Make sure you talk to the sellers in the forum's marketplace only and do not reply to DMs sent to you. Report them to me.
