who are PayPal regulated by in the UK? Still considered a bank?

or has this change after Brexit, I can only find that they are regulated by the FCA- this is in specific relation to the AUP Policy- I see very little to no cases of money being stolen by PayPal in the UK, which leads me to believe that they are still considered a bank or are operating under the same rules as pre-Brexit.

paypal do their tricks in all countries and try not to pay out balance wherever they can incl. the UK

but if you use your real details you can get the money back if you are based in the UK because there are legal ways to force them
