eBay Suspended MC011 - Upload tracking numbers that I don't have..

My eBay account got suspended, they removed all my listings, etc.

Now they're asking:
"To help us remove the restriction on your account, you’ll need to:
- Provide proof of delivery for all of the items you sold on eBay by uploading tracking. Track items you've sold. "

The problem is that I sold virtual goods and I have never uploaded tracking and have been selling for a long time. I got $8.5K USD stuck in managed payments. I less care about the account but how can I get my money, are they just gonna take it?

Also maybe I can claim I didn't upload tracking numbers because I'm shipping from another country? Why it is a problem when technically you're not required to upload tracking. I know my customers won't complain for not getting their items because they did (virtually).

Any suggestions?

FORGOT TO MENTION: My listings did get taken down for getting reported by the creator for violating copyright.
A message I got shortly before the MC011 message was "Your account has been restricted: VeRO Infringement Policy" it said only a 3 day restriction while they removed like 5 listings.

if the account is in your real details you will get the money back in a couple of months if you get suspended indefinitely

with virtual goods there is a high risk you will not be reinstated

I understand, what do you recommend doing right now? It is in my real details, I've had the account since 2013, I just want to make sure I get the cash at least. What's the process if anyone knows?

provide what you have , if tracking is the only problem explain that items are digital and are not sent by mail

with real details it is possible to get the money back , the issue here is the account might be toast as they probably suspect the items violate copyright

This is a canned email sent to all sellers,so you need to find out how they handle digital goods with no need for delivery.

if it was the digital counterpart of counterfeit items they may refuse to pay out the money , waiting is the only way to find out

It is virtual in-game items, which I do not "own", that's why the copyright.

Waiting for what though? I don't think anything will happen if I just leave it like that? I don't care if I have to wait 6 months for the payout like paypal used to do but it's a bit absurd if I don't get any money at all.

if you are sure you do not violate copyright then you should be able to get the money either voluntarily or through court , it is also possible they will just pay out later without questions asked

Are there times when ebay does not pay money at all? I heard that they are simply being delayed for a longer time ... But I myself have not encountered it yet.

I'm sorry to hear about your MC011. I got hit with that a month ago and even though I provided tracking info and everything, they still banned me about a week ago. It's so frustrating!

I got hit with the Vero infringement a week before MC011 so that's why it happens usually. I'm trying to appeal it.

My best advice to you is to wait it out. they will eventually release your funds.

eBay doesn't like Virtual goods.
It's a bot suspending you cause you match a certain criteria.
Just call them up and explain your situation. 50/50 situation - either they will suspend you for good. Or if the rep is cool they'll re-instate you.

Update, ended up getting my money. All I had to do is replay and verify ID and address. (they then asked for tracking numbers again but I didn't replay)

What I noticed is once they do the thing to release your money in 60 days is instead of showing in the Payments section "No payout is scheduled" it shows "You have no funds available for payout" when in-fact you do.

Took exactly 60 days from mc-011 message, doesn't matter when you replay to their message.

Yep. 60 Days for payout unless you fail to verify identity then it most likely gets sent to the state (escheatment)
