It's a long story...
But I need a credit or debit card to activate the payout from ebay.

I don't have one.
Will I be OK buying one of the VCC for sale in the account services on this website?

I spoke to a few sellers in the past, but never bought.
I thought I would ask here just incase first.

Yea, the sellers in the marketplace are all vetted.

Just report anyone who sends you a DM trying to sell you something without you initiating the DM first, it's a scam.
