Paypal US site says bank account needed to verify account?

Does linking a VCC to verify your paypal not work anymore? Now the site says add and confirm your bank account only. What gives?

A Bank acct verifies it.

Your flag says UK so are you able to get a UK bank?

You add a VCC and Bank account.
