most likely there is another problem in your setup , most likely payoneer check the personal details through databases

They can't see bank owner's name. But bank might be reporting such attempts automatically along with declining name-mismatched transfers.

nowdays details are checked internationally through specialized companies that have connections to many different countries. I would not bet it is not possible to check personal details even in a smaller third world country

Could be possible but the effort, time and cost involved...doesnt seem worth it by default

When I go to add bank account page, the field for name is greyed out and the name of the payoneer account owner is there by default.
