Neon, Bunq, Revolut, N26, Chime
Capital One, Transferwise, Payoneer, Wirex
icard, Monese, Weststein, Monzo
And what online banks work for UK?

Sorry what is an EE bank? Not heard that term before.

online banks are already banned , exception is only with those that are real banks with banking licence even if they do not have branches

and additionally ebay ban banks that accept non residents

so you can use almost any local bank if it does not accept foreign residents

So are you trying to use a EU eBay? Or a UK eBay? Different banks work for different countries
