Selling Numerous pre owned Cell Phones

Quick question, if you are selling cell phones (any brand) and they are all used (re conditioned) from a reliable source that only deals in these are you pretty safe from VERO? Blackberry, Treo, Mororola, etc... Just curious, would have invoices for bulk purchases, say 40 Treo 750's, guaranteed refurb.
