i really dont get it, if i use stealth Paypal UK or US and im from out of these states, how do i get funds transfer to my country?

you would need a bank account - otherwise one time transfers to other pp accounts doable but should be done carefully

You need to use a bank account from that account's country.

There are ways,but not sure how it works with ISRAELI BANK,one is via VISA EUROPE.

Even if he manages to do so,then he has to transfer it to his local bank account,it would cost him money.

You can open a Revolut UK non residents account and PayPal UK will pay into that and you can transfer money to Israel from there.

Not sure if uk PayPal can spend balance but you can buy crypto on paxful for 5-15% fee, sell it then get the funds directly into your bank account

They are Exchange Services here the forum my friend, to exchange your Paypal balance to Crypto. Crypto you can easy sell in your country for local payment.
