But all I can confirm is the number has been re-used on eBay quite a bit. I know after 3 times of using the same number, you will get hit with that verification 100% of the time.
I even get hit with verizon sims, straight talk and boost mobile.
What I can recommend to test is, create the account on mobile and reuse that number. Take the same name and try using a mismatched address with it.
Also, might not be a big issue or necessary. Tweak your browser settings to where the block tracking or anything of that sort is off.
Anything blocking tracking on eBay's end could possibly hit the account when first starting off.
