I just bought a new static dedicated Residential Proxy and I found it on 2 out of 67 blacklist database. Does this means it can't be used for ebay or paypal stealth?

I wouldn't use it, it seems to me that you have a lot of risk my friend... try with others that have a better rating

If your account is already established you can use it without worry. Just do not create a new account on it.
