I have created many eBay accounts with old suspended Payoneer; it seems eBay after 3 months allows me to create the same information but with different IP

simple answer is NO

and all of the "many created" eBay accounts are now linked to the suspended one

if the payoneer is suspended, how do you get access to your sale funds?

they give you the option to withdraw your funds to your local bank

It is not one payoneer account , different payoneer accounts

Are you saying once an old ebay is suspended you're able to reuse the same payoneer on a new ebay account?

How do you know exactly 3 months? Have you received sales and payouts from the payoneer no problem?

Ah k - I had misunderstood - your payoneer is still active and not suspended, just on an old suspended eb account
