I had recently received a payment for an invoice I’d sent, which I managed to refund, saving the funds. I then had the customer pay using a different method.
If you have any recent payments (within the last three months), you may be able to refund customers and ask them to pay another way.
The only other hope is that after six months of inactivity, PayPal may release the funds for withdrawal. This happened to me with a newer stealth PayPal account that was also blocked for ID verification.
It also appears that, based on several recent attempts, PayPal now runs immediate checks on name, address, and date of birth. If there’s no match, the account is quickly restricted pending ID verification — similar to how eBay handles managed payments.
