Yes it has been around for couple years. To be able to use the deduction tool, you must be a TRS and offer 30 day free returns. Generally if a return comes back damaged, different item returned, opened if item was sealed, you can use an appropriate percentage as a deduction to the refund. You can really only use the 50% without eBay having an issue with it, if the item is different or comes back damaged heavily. The tool is meant to speed up problematic returns rather than contacting eBay to deal with buyer issues. If you use the deduction and the buyer complains, eBay will generally review the case and may issue the deduction on their tab to the buyer. If you abuse the tool, it may not be an option going forward. Bottom line, if you are going to use it, make sure you send pictures and document the reason for using it, in the return case.
To answer the $3k question, yes you can take up to 50% off if it arrives as a different product back, heavily damaged, or broken. 50% should be used very sparingly
