This card can't be used for this transaction

I made a purchase a few days ago with this paypal account using the card attached now just tried to place a new order that went trough and canceled minutes after saying I should pay again as my payment didn't go trough I did that again at the checkout paypal asking to add new card as the one attached can't be used.
I even tried with a small purchase and does it does the same thing and added new card as well but it won't appear as an option to choose.
Bank OK money available
Any thoughts?

Virtual I use them for years never got in any kind of trouble.

Paypal can decline those type of cards and often does actually.

I had to switch to my VCC that acts like a real card.
