but in germany I would not be surprised if they pursue you later if you do more than 2K
Yes, I'm curious about this too, because normally in Germany, if you sell 2-3 products, it becomes commercial and you're told you have to establish a company, but in practice, it seems like they don't care up to a certain amount. A friend of mine sold 1500 products last year and made a turnover of 5600 euros, but nothing happened.

If your selling in just DE then its a very high limit
Sales to other EU countries is a 10k limit then you need to register for VAT
Just bare in mind these are the legal limits and eBay themselves can request things earlier
