If I understand correctly, your IP is changing on different logins - right? As long as cookies are in place, I don't see this as an issue for ebay.

I switched proxy providers so I can target my mobile proxies by ASN as well as location. Perfect. When I open a multilogin profile I have it set to pull up whatismyipaddress.com. I check the ip on scamalytics to get the reputation score. Its almost always 0-11 but sometimes it's 100 if the IP was reused. The mobile proxies are working great and I did confirm ebay wil throw a red flag if your mobile carrier (ASN) changes each login. I have the proxies right now rotating every 30 minutes to replicate real phone behavior.
I use 4g mobile proxies and if ebay notices you logging in from different carriers (ASNs) it will throw a flag. I almost burnt 20 new accounts but caught it. By switch proxy providers I can target my proxies not just by location but also by mobile carrier company. It really helps keeping the fingerprint perfect. Between multilogin and the mobile proxies they've made things much easier than when I used to sell on ebay heavy.

The proxy use takes proper dedication and timing - like the way you do it seems to work to give a strong mimic
I just avoid proxies because a small misstep gets your account easily identified
It could make a difference, if you are changing IP provider then maybe create some history for a few days before doing something important like changing bank etc
