Hello everyone, EbayDE has blocked my withdrawals because I need to link a card to pay seller fees. Could you please tell me which card I can link? And how can I link a card from another country? Thank you.

You can link any card that matches the country of your eBay account. (Germany in your case)

Only change the billing zip code while you're adding the card to match your bank account's zip code.

But the card that you link MUST be issued from a German bank(in your case) in order for eBay to accept it.
